Hi!
When i try send money with credit card i see this "Declined: We do not currently process transactions from the country your Internet Service Provider is located in."
What that is mean?

It means our credit card processor does not accept transactions from Bulgaria - sorry nothing I can do about it.

Unless you have a friend in a different country that could pay using their credit card ?

Use a proxy server. (Google "proxy server" and find all about them.)

Or use a friends dial up account in another country. Call their service provider and log in under their account. Your ISP will then be shown as being in their country.

I had the same error.I'm also from Bulgaria and the second time the error was different.When I checked my card balance - there was missing the exact amount of money which I needed to transfer to auctionchex.The second error was result of lack of money in my card to complete the payment.
So - do I send the money successfully or not.If I'm not this is bad because there are missing money in my card.I didn't received any confirmation on my e-mail.I even do not have a registration in Nochex.com.
